Emmit George, J.D.
Background: Emmit is an attorney, former state regulator and business executive. Emmit practiced law for many years prior to a gubernatorial appointment to the Iowa Utilities Board. The IUB regulated investor-owned telecom/cable, electricity, gas and water utilities. During Emmit's tenure on the IUB Congress enacted the Telecommunications Act of 1996 (the 1996 Act), with sweeping new provisions intended to facilitate the deployment of telecommunications infrastructure. The 1996 act was the first major change to telecommunications regulation in 62 years. The Act required state regulatory commissions to "mediate" contracts or applications, with a goal of opening all telecommunication infrastructure to competition. The Iowa commission mediated the first case following enactment of the 1996 act, and was the first reviewed by the US Supreme Court. After leaving the IUB Emmit joined Commonwealth Edison, the electric utility in Chicago, as Vice President Regulatory Affairs. Following the merger of ComEd and PECO Energy, Emmit served as Vice President Public Policy for Exelon Corporation. Emmit was a member of the Central College Board of Trustees for 14 years, and chairman of the board of the University of Northern California for 12 years.

A Certified Scrum Master and Lean Six Sigma Black Belt with proven proficiency in the analysis, preparation and presentation of data and analytics for Technology Capital Plans, Operating Budgets, Cloud & Innovation Initiatives and Strategic Market Revenue Opportunities within the disciplines of IoT, Cloud Computing, Software Defined Data Centers, Communications and Mobile Systems Integration and Security marketplaces. As a former large County Chief Information Officer, Antonio has management experience with capitol planning and multi-million-dollar bureau operations. He can strategically assist an organization or team through the current Digital, IT, Workforce and Security transformations occurring domestically and globally. As the former Chief Information Officer of Cook County Illinois and a Senior Fellow for the Center for Digital Government (www.centerdigitalgov.com), he is well versed in national, state and local IT transformation initiatives. Antonio has focused on development and delivery of municipal broadband infrastructures, education and policy with Dell EMC and Verizon.
